Jeannette A. McCarthy's Philosophy
Jeannette believes, in addition to its people, Waltham's other great assets are its neighborhoods and Route 128. Waltham needs an overall plan for development to provide balance while preserving our quality of life. Jeannette is not opposed to all development or to people making a living in Waltham.
Jeannette believes Waltham needs more retail stores. Waltham does not need any more grocery stores, drug stores, or luxury apartments.
Jeannette believes the luxury apartment complexes being pushed by outside developers are not needed, as evidenced by all the vacancy signs posted through the city! Furthermore, the burdens of these projects, such as density and traffic, far outweigh the benefits.

Action Plan
As your mayor, Jeannette will work with the City Council to update the city's zoning ordinances.
   
As your mayor, Jeannette will designate a specific person to concentrate on economic development with the goal of attracting more retail stores and jobs to Waltham.
   
Jeannette will work responsibly with the business community when there is a need for a particular service or project, and, if it fits with the city's master plan.
   
However, if there is no need, or if there is a detrimental impact on city services or the neighborhoods, the residents will not have to fight City Hall. As Your Mayor, Jeannette Will Be Leading The Charge For You!

Compare The Records And Where The Candidates Have Been. Jeannette's Work To Control Overdevelopment And Preserve Our Neighborhoods

In less than two years, Jeannette has been one of the leaders on the City Council on the issue of zoning reform. Long before Jeannette was running for mayor, overdevelopment and zoning reform were on her radar screen because overdevelopment impacts the entire city.

Zoning Reform
In June 2002, Jeannette and Councillor Patrick O'Brien co-sponsored a resolution to undertake a comprehensive review of the city's zoning ordinances.

[Fourteen city councillors signed on. City Councillor Thomas Stanley did not.]
   
In March 2003, Jeannette successfully convinced a majority of the City Council to fund this zoning review.

[Councillor Thomas Stanley voted against the funding and Mayor David Gately cut the funding.]

[Only recently has the issue of zoning reform been a priority to Councillor Thomas Stanley (August 2003) and Mayor Gately (May 2003).]

Not only has Jeannette taken proactive steps to control overdevelopment, Jeannette's actions reflect her commitment to preserving our neighborhoods.


Master Plan
In November 2002, Jeannette not only attended the Metropolitan Area Planning Council's Visioning Sessions; she stayed for the whole evening and participated in the focus groups with other concerned citizens.

Indian Ridge Development
(Proposal to build 264 apartments behind the Wal-Lex Shopping Center)

Jeannette has attended meetings on Indian Ridge for more than 18 months. She listened to the neighbors' concerns regarding blasting, traffic, and flooding.
   
Jeannette testified against the project before the Zoning Board of Appeals.
   
Jeannette supported the appeal to stop this development because of the negative impact to Waltham.
   
Jeannette also attended the Indian Ridge court hearing in which a superior court judge commented that he didn't know what was going on in Waltham, but something was going on in Waltham, that he had a "mayor who has affirmatively chosen to stand on the sidelines."

[Only recently has Councillor Thomas Stanley joined the majority of city councillors in opposing the Indian Ridge Development. Mayor Gately refused to get involved in the appeal even after a superior court judge requested the chief executive's involvement.]

Jpi Development
(Proposal to build 300 units of luxury apartments and some age-restricted townhouses on Trapelo Road at the former Middlesex County Hospital site)

Jeannette voted against changing the zone from single-family to multi-family because of the current glut of luxury apartments in the city. The density of the project, the increased traffic, the lack of a guarantee that a natural buffer would remain, and the limited number of age-restricted units also concern Jeannette.

[Then City Council President Thomas Stanley did not vote on the zone change. Mayor Gately signed the zone change into law on December 24, 2002.]
